While the literature on business power and global finance has illuminated the ways in which financial institutions limit the policy autonomy of states in developing countries, we know much less about the circumstances under which the power of financiers is undermined. In this article, I advance explanations of these circumstances by arguing that state access to natural resource revenues reduces the power of financial institutions and enhances the capacity of the state to pursue central bank policies which violate the interests of major financiers. I employ a case study of central bank policy in Nigeria to probe this argument and find evidence that supports the claim that whenever the Nigerian government's access to resource revenues increased, the state's capacity to diverge from financiers’ preferred central bank policies and to advance its own preferences increased as well. The analysis provides the basis for broader propositions about the policy space of developing countries vis-à-vis financial institutions and the variability of structural power. 相似文献

基于管理规范、管理执行、管理支持和管理效益4个方面的指标构建,对中国181个国家水利风景区进行问卷调查,以评价水利风景区的管理效能。结果表明:181个水利风景区管理效能平均得分为58.4分,得分低于60分的水利风景区占54.7%,说明我国水利风景区的管理效能总体偏低;水利风景区管理效能与景区类型、批准设立时间、地域分布、所在地区域经济发展水平、主要功能、管理机构独立性差异显著,与面积大小和经营性质之间差异不显著。从分类指标看,管理效果类指标得分最低,从全部指标看,土地权属、游客控制、餐住布局、管理条例、环境保护考核、生态厕所、居民参与、资源调查、保护经费、环境保护宣传、环境保护培训、经营情况等10个指标得分低于平均分。建议破除管理体制障碍,实行分类管理,试点跨流域、市场化、多功能间生态补偿制度,实行特许经营制度,加强自然保护地监督管理,完善自然保护地制度体系。 相似文献

Despite the importance of facilities as primary sites for delivery of leisure and sport services, there has been a scarcity of academic literature on the provision of community sports facilities and the processes through which they are developed. In particular, this paper provides empirical analysis of leisure facility provision with a focus on practice and experience of policy and planning actors. By employing a case study approach and semi-structured interviews, the study identified a sharp contrast between the discourse of neo-liberalism and the realities of a highly regulated environment for the private sector under a national legislation of New Zealand, namely the Resource Management Act 1991. While both public and private actors recognised benefits of the resource consent process in mitigating the negative environmental impacts and facilitating public input, the findings also revealed its potential impediments to both private and philanthropic developments and their potential resultant benefits to communities and social citizenship due to its costly, restrictive and undifferentiated nature. Consequently, the paper suggests that future research needs to examine empirical evidence of how social citizenship and citizen engagement are enhanced by both public and private sectors through planning and development of community sports facilities and services. 相似文献

The forest and landscape restoration (FLR) targets set as part of the Bonn Challenge draw attention to the governance arrangements required to translate national FLR targets into local action. To achieve the targets, actors at multiple levels of the governance scale aim to influence relevant processes on the ecological scale. In this article, we focus on the scale challenges relating to the implementation of Ecuador’s restoration targets, by analysing the implementation of the 2014–2017 National Forest Restoration Plan in the montane Chocó Andino and Bosque Seco landscapes. From 54 semi-structured interviews, a document review, and geographical data analysis, we identified two temporal (i, ii) and three spatial scale challenges (iii, iv, v): i) Political cycles mismatch with FLR timelines; ii) Planning horizons mismatch with FLR timelines; iii) National restoration objectives mismatch with decentralised land use planning realities; iv) The governance level of existing FLR efforts mismatches with the level receiving restoration funds; and v) Tensions exist between the spatial dimensions of biodiversity and water-related restoration efforts. The findings highlight that more attention must be given to scale-sensitive governance to make the process in which national FLR targets are translated into local action more effective. 相似文献

ABSTRACTThe implications of national or regional energy policies for technical efficiency and environmental outcomes in electricity generation depend on fossil fuel input substitution. This study uses state level data to examine fossil fuel (coal and natural gas) substitution in electricity generation under increased availability of natural gas in the United States. We observe that changes in elasticities of substitution from pre-2009 to post-2009 differ across states suggesting that the effects of increased availability of inexpensive natural gas on electricity generation have been spatially heterogeneous. We rely on the observed heterogeneity to assess the effects of fossil fuel input substitution on technical efficiency and CO2 emissions. The results reveal that state level elasticity of substitution between natural gas and coal has a positive effect on technical efficiency and a negative effect on CO2 emissions. Therefore, future policy design and analyses should reflect the implications for regional elasticities of fossil fuel substitution and associated environmental outcomes. 相似文献

We investigate the role of private and public resources in educational attainments and the socio-institutional determinants of educational resource efficiency in Italy. Following the Sen's capability approach, we consider social capital and the quality of government part of the social conversion factors through which resources can be converted into human capabilities, such as education. We analyze the case of Italy by constructing a new longitudinal dataset from 1993 to 2012, using repeated cross sections from the main social survey of the Italian Statistical Institute and a panel stochastic frontier model that takes into account endogeneity. The results show the relative importance of private resources (measured by an ad hoc constructed wealth index), the complementarity between private wealth and public expenditures on education, and the positive impact of social capital and the quality of government on educational resource efficiency. 相似文献

Workforce composition in organizations has become increasingly diverse. As an important step in determining how workforce diversity leads to firm performance, we proposed relational coordination as a mediator through which diversity in age and education indirectly affects firm performance. We also highlighted two human resource management practices (structural empowerment and multisource feedback) as critical contingencies that moderate the effects of workforce diversity on relational coordination and firm performance. We conducted hierarchical multiple regression on multisource data (including responses from senior directors, department directors, managers, and employees, as well as financial performance) from 189 Korean firms in the manufacturing sector, which yielded support for our hypotheses. These findings offer novel theoretical and practical insights into the effective management of workforce diversity. 相似文献
